Announcing termination of authorities of the Temporary Inquiry Commission on investigating falsification during 2012 parliamentary elections, the Chairman of the Parliament acted in line to the Rules of Procedure.
The First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik said this commenting accusation of opposition addressed to the leaders of the Verkhovna Rada regarding misinterpretation of activities of the Temporary Inquiry Commission on investigating falsification during 2012 parliamentary elections. Thereat, he added that “announcement of termination of authorities of temporary inquiry commissions is an obligation and not the right of the Chairman during plenary meeting”
I.Kalyetnik reminded that under part 8 of article 87 of the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine”, in case a Temporary Inquiry Commission (TIC) fails to submit the report to the Verkhovna Rada within the period specified by the Parliament, the authorities of such a commission shall be deemed terminated on the day next to the day the deadline for submission of a report expires, which is announced by the Chairman of the Verkhovna Rada of Ukraine during the plenary meeting.
The First Deputy Chairman of the Verkhovna Rada noted also that before termination of TIC activities was announced, “it was clear that the commission did not intend and did not hold a meeting in the legislatively established order”. “The Head of this TIC did not present the results of commission’s work to the Verkhovna Rada in the term specified by legislation; people’s deputies – members of the commission that represent opposition met separately; there was no quorum during these meetings; and the term of two month, for which the commission was set up, has expired long ago,” he stressed.
“Opposition has blatantly ignored the decision of the Chairman of the Verkhovna Rada and has violated norms of the Rules of Procedure and now it makes attempts to discredit leaders of the Verkhovna Rada in order to shield their own inability to organize the work of the Commission,” said I.Kalyetnik, adding that establishment of this Commission was “a one-time promotional action”. “If the people’s deputies, initiators of establishment of this TIC, would really want to satisfy facts of violation during elections they would chose another way – judicial protection: provision of facts of falsification; video-materials, etc.,” he noted.
Thereat, the Deputy Chairman of the Verkhovna Rada noted that TIC activities, initiated by the opposition are, as a rule, ineffective.
“Somehow, it quite often turns that the opposition initiates establishment of TICs whose activities give no result, since there is no real work and no socially important conclusions or decisions are taken,” he said.
“That is why I view today’s statements as another provocation on the part of opposition. Those people who sling mud on the leaders of the Verkhovna Rada should fulfil norms of the Rules of Procedure and their official duties,” summed I.Kalyetnik.
